Houthi Strikes in Saudi Arabia Kill Four; US Orders Diplomats and Families to Leave Missions
Fresh Houthi attacks on a Dammam civilian airport and an oil field killed four people; Washington ordered some diplomats and family members out of its Saudi missions as Gulf markets fell.
Fresh attacks by Yemen’s Iran-aligned Houthis on Saudi Arabia killed two people and injured eight at a civilian airport in Dammam; a separate drone strike on an oil field killed two more, Reuters reported Thursday.
The US State Department ordered some diplomats and family members to leave its missions in Saudi Arabia, and plans to pull family members from several other US missions in the region, US officials told Reuters.
Saudi Arabia answered with a wave of strikes on missile launcher sites and said it has intercepted many of the group’s ballistic missiles.
Saudi Arabia’s benchmark stock index fell 1.2% on Thursday; Dubai’s main index dropped 0.8%; Abu Dhabi’s index lost 0.5%; Qatar’s retreated 0.8%.

Judge Orders Meta to Pay New Mexico $25 Billion After Jury Finds 43 Million Privacy Violations
State District Court Judge Francis Mathew ordered Meta to pay $25 billion on Wednesday, after a jury found the company had misled consumers in a case arising from the Cambridge Analytica scandal.
Jurors found on September 25 that 26 of 29 statements by the company and its leadership were misleading, and that the company had committed more than 43 million violations of New Mexico’s consumer protection laws.
Mathew found a penalty of more than $219 billion was warranted under state law ($5,000 per violation) but reduced it to $25 billion; state lawyers had sought $35–40 billion at an October 1 hearing.
New Mexico sued Meta in 2021 after Cambridge Analytica, a British political consulting firm that worked for Donald Trump’s 2016 campaign, harvested personal data from as many as 87 million Facebook users through a third-party app.
Mathew wrote: “Facebook’s wrongdoing — over the course of years and systematically broadcast to the public — goes to the heart of Facebook’s core business practices.”
Meta urged Mathew in court filings to cap penalties at $3.45 billion, saying the evidence showed Meta does not sell user data and that the state did not prove any consumer was actually misled.
New Mexico Attorney General Raúl Torrez said all of the money goes to the state’s school system.

Russia Says It Will Resume Trilateral Ukraine Talks After November 10; Kyiv Hit Overnight
US envoy Steve Witkoff met Russian President Vladimir Putin for about three hours at the Constantine Palace in St. Petersburg on Wednesday.
Putin aide Yury Ushakov said Putin would be ready to resume trilateral Russia-US-Ukraine talks after November 10, focused on a “security framework” for Russia and Ukraine after the conflict ends.
Ushakov said the next trilateral round could take place in Abu Dhabi, speaking on Russia’s Russia 24 channel.
Witkoff met Ukrainian President Volodymyr Zelenskyy in Oslo on Tuesday; a US official said both sides accepted a US proposal for a trilateral meeting.
Zelenskyy said Wednesday he wants the meeting “no later than the beginning of November,” adding: “Russia said many times it is ready for a meeting and then things changed and got cancelled.”
Witkoff announced Russia released 74-year-old American prisoner Stephen Hubbard, detained for more than four years; Witkoff called Putin a “humanitarian” for the release, remarks that drew criticism.
Missiles struck Kyiv in the early hours of Thursday, a Reuters witness said, after a Russian evening air strike injured six people and damaged homes, a petrol station and transport equipment.

Supreme Court Rejects Trump Administration Bid to Restrict Transgender Inmates’ Medical Care
The Supreme Court rejected on Wednesday the Trump administration’s emergency request to immediately enforce a Federal Bureau of Prisons policy restricting gender-affirming care for transgender inmates.
The decision is temporary: it leaves a federal judge’s block on the policy in place while the legal challenge plays out and does not decide the case’s merits. The brief order gave no explanation; Justices Clarence Thomas and Samuel Alito publicly dissented.
The policy, issued in February, prohibits medical and surgical treatments and “social accommodations” such as clothing and hair-removal devices; it still allows psychiatric services.
Three transgender inmates in federal institutions in New Jersey, Florida and Minnesota filed a class-action lawsuit; a federal judge blocked the policy in June, calling it likely “arbitrary and capricious.”
More than 2,000 transgender people are incarcerated in federal facilities, according to a 2025 government figure; the prison system has treated gender dysphoria with hormones since at least 1992, according to the plaintiffs.
Iran’s IRGC Navy Says Seven Vessels Hit in the Gulf, Warns US of Wider Response
Iran’s Islamic Revolutionary Guard Corps Navy said Thursday that four vessels involved in illegal oil transfers in the northern Persian Gulf were simultaneously hit and caught fire after being tracked by its forces on Wednesday.
The IRGC added that three more vessels collided with mines west of the Strait of Hormuz, and warned the US military that continued provocations could lead to a wider response against its regional bases.

Brazil Votes Sunday in Presidential Runoff With Lula and Flávio Bolsonaro Neck and Neck

Typhoon Champi Nears Taiwan; Land Warning Issued and Hundreds of Flights Cancelled
Taiwan issued a land warning on Thursday as Typhoon Champi approached.
At one point a super typhoon and one of the strongest Pacific storms this year, Champi weakened slightly but still packed gusts of more than 227 kph (141 mph) near its centre, Taiwan’s Central Weather Administration said.
The storm was about 520 km southeast of Taiwan’s southern tip; its radius expanded to 320 km, large enough to cover most of Taiwan; its impact could last nearly two days.
Coastal towns received mobile phone alerts warning of waves exceeding 6 metres; nearly a metre of rain was forecast in northern mountain areas, including hills near Taipei.
Taiwan’s transport ministry said 125 flights were cancelled on Thursday, mostly domestic; the rail network was unaffected and no resident evacuations had been reported.
President Lai Ching-te urged the public to prepare and avoid mountains and the coast.
In Japan, Japan Airlines, ANA and Skymark cancelled more than 100 flights between Thursday and Sunday, disrupting travel for over 11,000 passengers.

Democratic Leaders Say Intelligence Briefing Showed Russia Targeting Democrats With Misinformation
Senator Mark Warner and Representative Jim Himes, the top Democrats on the congressional intelligence committees, said Wednesday they received a classified election-security briefing from Director of National Intelligence Jay Clayton showing Russia running an online misinformation campaign targeting Democrats in the November 3 midterms.
Warner said Russia was running “the same kind of online misinformation campaign” the US intelligence community tracked in the 2016, 2020 and 2024 elections.
Warner said Democrat James Talarico, running for the US Senate in Texas, and Senator Jon Ossoff, seeking re-election in Georgia, “in particular are being dinged” by fake AI-generated ads.
Himes said they could not provide details because the material was classified, and added there was “no reason to believe” China had not conducted “extremely targeted” efforts to influence voters.
The White House and the Office of the Director of National Intelligence did not immediately respond to requests for comment; Moscow has in the past denied meddling in US elections.
Himes said there was no evidence any country could penetrate US election systems and change results.

Omar’s Lawyers Demand Return of Property From October 12 Home Search; Justice Department Rejects Claims
Homeland Security Investigations agents searched Rep. Ilhan Omar’s Washington, D.C., home early on October 12 under a judicially authorized warrant, part of an investigation focused at least in part on how Omar obtained her citizenship, people familiar with the investigation told the Wall Street Journal.
In an October 16 letter to federal prosecutors, attorneys Amy Jeffress and Joshua Matz demanded the “immediate return” of all seized property, calling the search “neither justified nor lawful” and saying there was “no legitimate basis” to suggest Omar violated citizenship law.
The attorneys alleged agents failed to notify Omar and the House Office of General Counsel before the search and prevented her from contacting her attorney for more than an hour.
Justice Department spokesperson Emily Covington called the letter “riddled with false allegations and inaccuracies” and said attorneys and law enforcement “complied with all court orders and legal obligations.”
Agents seized Omar’s cellphone, notebooks, personal computers and passport, the Journal reported; AP reported her phone was seized and more than a dozen grand jury subpoenas were issued, including to relatives.
Omar has not been charged with a crime.

Mélenchon Faces Cross-Party Blame for France’s Civil Unrest
Rivals from the centre-left to the far right have accused Jean-Luc Mélenchon and his France Unbowed (LFI) party of fuelling France’s worst civil unrest in years, Reuters reported.
Prime Minister Sébastien Lecornu said Tuesday, addressing an LFI lawmaker, that the party’s “political agenda of instilling violence and chaos in the country was now on full display.”
Mélenchon, 75, launched his fourth presidential bid in May; he rejected suggestions LFI bears responsibility, accusing the government of failing to address grievances in poorer suburbs.
Senate president Gérard Larcher told Le Figaro this week it was worth considering whether LFI should be banned; LFI called the suggestion “authoritarian.”
An IFOP poll for LCI this month put Mélenchon at 16.5%, behind Marine Le Pen’s 36% but ahead of all other mainstream candidates.
Former Socialist president François Hollande warned against making Mélenchon the sole focus: “It is not one political party or one individual that poured fuel on the fire.”
